The United States did. An audacious plan to covertly raise and study the sub was contrived, and in 1974, cloaked in the guise of deep-sea mining, the Hughes GLOMAR EXPLORER was on scene at the wreck site, about 1500 miles northwest of Hawaii, attempting to bring K-129 up from a depth of over 16,000 feet.
